Although I have no authority to tell people how to write good CS papers, I've been through a variety of resources that I think are of high quality.

The resources below are of great help as a reference when I write papers. I hope they can be useful for you too.

Books

Writing for Computer Science
The best resource for the person wanting to get a first or important article well-written. Covers everything, from paper layout to English style, getting and presenting metrics, and ethics. Definitely a must-have.
BUGS in Writing, Revised Edition: A Guide to Debugging Your Prose (2nd Edition)
A very dense book on the topic of writing, that you may want to read in complement to the first one.

Experienced computer scientists who give invaluable tips on improving your papers.

The best method for presentation of research results in theses and papers
A short, straight-to-the-goal article to present your results better, by a top-class researcher.
An Evaluation of the Ninth SOSP Submissions
People submitting in the domain of operating systems will particularly want to read that.

English style

Mainly for non-native English speakers, these free documents will allow you to avoid most common English mistakes.

Written way before computers were invented, but gives basic tips for polishing your written English.
